    More than likely these are not marijuana fields. They are most likely hemp fields, which is legal to grow in California. As far as the water and if they are legal check with your county agriculture department.

    Where I live, the Hemp fields are regulated as to how close they can come to schools, housing tracts and other businesses. The same odor issues were the main driving force in regulation.

      I dunno, hemp operations are going to be bigger than 1-5 acres to be profitable.

      As for legality, Gavin Newsome wants weed farmers to start promoting their strains like winemakers, so I doubt you'll get much response from local LEOS.

      But it they're stealing the water, that IS a big deal and will be investigated.

        Make a report of it to your local LEA.

        Many departments get grant money for Marijuana Eradication. I've done many search warrants for grows.
