Mutual Aid state wide frequency in CA. As most urban agencies have shifted to 800, I have not used it in years, but still owned by the state.
Have to be a certified user designed by an entity that has authority to use.

I was looking for more user specifics like- does a county sheriff and a city PD go to these freqs often and what about a multi jurisdictional pursuit?
I know in the OC, the unit would leave the green or yellow channel and go to the Red.

If there's a need for interagency direct communications, CLEMARS might get used. Otherwise, each agency's LEOs (law enforcement officer) will only be using his/her specific agency's radios, which will have various frequencies & settings pre-programmed into a specific radio's channels.
Each radio is likely to have at least one CLEMARS channel assigned. In practice, a specific LEO may not even know which channel is programmed for CLEMARS without some kind of menu or list.
The latest mobile radios might have dozens of channels programmed into one radio (with the capability of thousands of channels into which a single radio could be programmed).
In practice, an assignment to a multi-agency event might use CLEMARS, such as the recent multi-day wild fires; or any operation using two or more agencies, such as a riot/protest/crowd-control; in practice, a request might be made for CLEMARS use by anyone involved in an evolving event, but these requests would need to go up a level or two of management in each involved agency. I could see if the involved agencies frequently had interagency events as the OP is wondering, but I also don't know specifically in the area the OP is wondering.
