Only thing I can think of that could potentially apply is CVC 23110(a). At this point, it’s a stale misdemeanor and you’re probably better off going the civil route and trying to get a civil harassment restraining order. Judges usually don’t like issuing R/Os for neighbors, but it happens.
You also should be calling your PD about those noise complaints especially if you’re being woken up. Lends you more credence when looking to get that R/O. -

Ask the police officer who responded. You did get a card right. Park your car behind the trailer if you can and leave it for days. You have to stand up to these people who keep you up all night. Point a camera at your car.Comment

OP PM me the neighbors address. I can tell you where the tax bill is being mailed to. This will give a good indication if they are renters or not. If they are renters you can get in touch with the landlord. That might be a good shot across the bow.
This is via a hunting app by the way so no misuse of any databases.Comment
