Question on Selling Ammo by LEO

I apologize if this is a stupid question but CA ammo laws are so confusing and frustrating to me. Due to health reasons, I am cutting down my range exposure and want to get rid of some Winchester Q3131 5.56 FMJ ammo. My understanding is if I sell to a non LEO both the buyer and I would have to perform the transaction at a licensed vendor. Now if I sell to a fellow LEO then I do not have to use a licensed vendor, is this correct? Also is there a round limit between LEO to LEO ammo transactions? Thank you all ahead of time.

An exemption to the requirement to use a CA licensed ammunition vendor or CA FFL dealer to transfer the ammo is when it is being sold to a LEO. [PC 30312(c)(2)]

If you sell more than 500 rounds within a 30 day time period, then you need to be a CA licensed ammunition vendor or CA FFL dealer. [PC 30342(a)]
^There is no LE exemption to this.

Anyone up on the current laws? My father is retired Corrections and looking to pick up some ammo. If purchased from the Marketplace does he need to go into an FFL? Is the seller limited to selling him 500 rds?

Yes, the transaction needs to happen at a dealer. There are no exemptions for retired to avoid the background check.

Yes, private sellers are limited to selling 500 rounds a month.
