Here's the answer, right off their FAQ page...

The Oakley Military and Government Sales program is for active duty military, reserve, all government employees including local police, fire, EMS and those holding military/government retiree credentials.

If you go to their HQ in Orange County, you can get most any items at discount (LE/Fire.) I don't remember they days, I think it's certain Tuesdays and Thursdays...you can call and check.

You don't buy from the regular store...you use the employee entrance towards the rear.
