new laws on 80% lower receivers

In the last month I have heard 3 different versions of what happens January 1, 2019 in dealing with 80 percent lower receivers.

To be specific, if I have a 80% lower finished by me and if it has no identifying information where do I stand? Will this soon become unlawful? This is just a hypothetical, obviously.

I noticed my local pawn shop in san diego is flooded with ar 15 uppers and other parts, they say due to the fact many people have given up owning a unregistered rifle.

If information can be given on the new laws , if any, that would be great.

if you have a 80 percent lower not completed is that still consider legal by Jan 2019? Is it still legal to buy one?

from what I read over and over.
1. you can ( as of today till dec 31st 2018) buy a 80% lower and must be completed by your self ( the owner)
2. once your lower is completed you now have a legal firearm and will need to apply for a COE number from CFARS and do a live scan.
3. after all that you now can submit a request for a new serialized number and after you pay the 35 dollar fee and wait 2 days. you have exactly 10 days to engrave it and submit pictures of proof
4. you now have a legit lower

on jan 1st 2019

you would have to get the serial number first then order your 80%, at lease that how I read it. I could be wrong. I just figured its easier to get a Lower with out all the bull crap

but correct me if I'm wrong that how I INTERPRET it. but look for your self don't just go by what I'm saying
