    I'm not sure of the exact information, but the motorcycle looks like a Harley Duo Glide, which I read were made from 1958 to 1965. The first motorcycle I was issued was a 1964 Duo Glide and It looked very similar. Motor cops stopped wearing soft hats in the late fifties I think. I don't know if that helps you or not.

              1965 was the first year of the Electra-Glide and last year of the panhead, that bike is earlier.
