        Pepper spray hasn't been alcohol based in the U.S. in a long time. NYPD had the same issue with the original taser and pepper spray way back when.

              I didn't read the comment in English about "police brutality" at the bottom until the end of the video and I don't understand French, but guessing at some of the words on the screen, I kind of figured it was accusing the police of brutality.

              I would not be surprised, as I surmise most of you wouldn't be, that the suspect was on drugs; especially since the pepper spray had no affect. As the saying goes, "Play stupid games, win stupid prizes." Perhaps he'll be more compliant next time.
