Meh; I think it depends on what exactly they need each rangemaster to teach (assuming they have more than one). I am going out on a limb here but I am assuming they are going to look for a retired LEO like most agencies do that hire civilians as (additional) range staff. There are some absolutely wicked instructors out there who have little to no LEO experience; I would gladly have one of them as my department rangemaster (but none of them are probably going to do that job for a relatively small PD; I get that).
