The LEOSA was amended several years ago to include military personnel with UCMJ apprehension responsibilities (mostly MAA's, MP's and CID folks).

USCG members (E-4 and senior) have been covered from the beginning of LEOSA.

The LEOSA makes no distinction between full-time, part-time, active duty or reserve.

However, each of the services has the practical ability to limit LEOSA coverage to it's members and retirees by restricting the issue of the LEOSA required ID cards. The USCG has declined to issue to retirees. According to the Navy reference provided above, the Navy declines to issue to reservists. There is nothing in the LEOSA that requires agencies to issue ID to eligible personnel.

I am a retired reservist with 10+ years of qualifying LEO service and they are processing my application. Correct that the card is not REQUIRED even if someone qualifies. There will no doubt be a CO that refuses to endorse to a qualified person, so that person will have to fight the fight for the rest of us and get the Inspector General involved. A CO who refuses to follow the "intent" of the law may find themselves in hot water. Also, only active duty need COs endorsement.

You will also be retired someday and then hopefully he'll get the same treatment. By someone that remembered him in the past who now has his former job
