So, Im helping my father obtain his LEOSA as a qualified QRLEO.
He wanted to livescan his prints, but when he goes to a livescan location in CA they wont accept the ORI number of VA OSI 0100 - which was given as what to use. All of the locations tell him it needs to be a CA number and all livescans they perform go to CA DOJ - which is not where he needs his prints to go. He then went to an FBI approved livescan location and they were oblivious to what he needed and could not help.

I read on an Airforce blog that someone requested a live scan and noted "Personal use". Supposedly, they were then given a website with a pin, went home logged in and had digital images of the prints, which they then mailed to VA. *This process doesn't seem accurate at all.
Yes, he can submit fingerprints the old fashion way, which he might do, but he was hoping to do a livescan to speed the process up. Rumor has it manual prints can take up to 12 months.
