    Yes, as you indicated, retired LEO's cannot obtain new high capacity magazines, but they can keep all legally obtained magazines. There is nothing in the law that limits where, when or how they are used.

          Retired LEO can't purchase magazines holding more than 10 rounds, but they can possess hi-capacity and carry them in their CCW, range use etc.
