Large capacity mag parts ?

Hi guys
I have read alot of threads on possesing 20/30 round mags and as 7-1-17 approaches will possessing 20/30 round mags that are fully dissasembled be an infraction or illegal ?
And is riveting them to a 10 round capacity going to comply with the new lawor do they have to be internaly blocked?

My understanding is that if you modify the magazines to 10 round capacity "permanently," you can possess it. The definition of "permanent" is a question to me. Nothing is permanent in my opinion.
