    Letter of law says...

    There are exemptions for law enforcement in buying and receiving large capacity magazines.

    There are exemptions for non-exempt person in selling, giving, and loaning large capacity magazines to law enforcement.

    There are no exemptions for offering large capacity magazines for sale while in CA. (even if the sales ad says for law enforcement only and/or they are being sold by a LEO)
    ^The only people allowed to legally offer them for sale in CA are FFLs with CA DOJ large capacity magazine permits.
