LOL that guy is an idiot. He is suggesting using a lethal weapon for a non lethal purpose. That's not even addressing the extreme difficulty in shooting for a limb in a violent dynamic conflict.
Ask him if he's ever heard of the SEALS training to shoot for a leg....Urban legends are a poor basis for making public policy.Comment

In my old department we were issued a yearly 50 rounds of practice ammo but only if you asked for it. Cold shoot qualifications, where you showed up on duty, shot a qualification course and left, were maybe twice a year and actual mandatory instructional shoots were maybe twice a year if we were lucky.
The only good thing was that there were several open ranges every year where they provided the ammo, but you went on your own time if you wanted to go. As you could guess, only the "gun people' attended these.

We shoot our duty mags empty. Run the rest of the quals with provided ammo and then load up our mags on the way out. We qualify with handgun, rifle and shotgun. This happens twice a year at my agency. Takes a couple hours while on duty. Definitely not enough time shooting and none of our targets have legs.Comment

My dad was city LEO. I remember when we were kids( during the 1960's) they had a range downstairs with a reloading setup. All the officers had to provide was their brass. Everything else was provided. They must have used the reloads for qualifying because at some point some officers complained about not being issued ammo. They started issuing a little ammo, but removed the reloader and components. The guys that only shot to qualify were happy but the guys who liked shooting regularly were not. We got to shoot our 22's in the range. Mark .Comment

We go to range 4 hours at a time, 4 times a year, each shooter goes through about 200 rounds per 4 hour session.
I and other range instructors get to qualify on the lunch hour and don't really get any ongoing training.
One agency local to me lets their guys bill up to 4 hours of OT a month for personal range time.Buying a safe and sane firework is like paying a hooker for a hug. I do not see the appeal in it.Comment

We are required to shoot monthly & stay current on all 3 platforms. Our instructors are excellent. The course of fire usually includes movement to multiple stations/ barriers while engaging multiple moving targets. Failure drills, off hand/ one handed reloads & support gear manipulation are emphasized.
Our range also boasts envornmental modifiers to include sound & visuals (including a light bar with strobes & spots). We also have access to a concrete 'city' for building clearing/ simmunition exercises. Last time we used it, they used a smoke machine to fill the building. I cant begin to relate how much good stuff I learned through pure failure that day. I have applied many of those lessons to how I implement my own gear. Priceless!
Not to brag, but our range sessions are a blast.

Mandatory qualifications every six months, with optional practice sessions offered every month, approximately 100 rounds for a practice session. Our agency is fairly large so our full time range staff does offer one on one practice sessions for those who need or want the extra work out on the range.
However, I do a lot of my own shooting on my own time and out of my own pocket. I occasionally take a class here and there also out of my own pocket.Comment
