No, it is an assault weapon. Magazine is outside the grip. To be legal it would need a mag lock. With a mag lock it is legal, even with a threaded barrel. Without a mag lock, not legal even for LEO unless they have agency letter for purchase.Comment

I thought a rimfire couldn't be an assault weapon? Hence all the .22 trainers without bullet buttons but with evil features

Rimfire longguns are exempt from AW rules. Rimfire handguns are not. You can't even buy/own a simple threaded barrel version of any common semi auto rimfire pistol either, LEO or not, unless you have an agency letter. Or you have to run a maglock.Comment

I believe that would violate ATF regs, it started life as a handgun it can not become a rifle. I'm not sure how one would "bring" it to CA, without becoming a felon under federal law, of course that assumes the LEO is a CA resident. remove the barrel, install 16+" barrel, install stock over 26" OAL, legal.
or
install shoulder stock, then install 16+" barrel, not legal. temporarily created an SBR before the long barrel was installed.
And ATF even allows for you to convert that "rifle" back into the original pistol without it being an illegal SBR. But it is doubtful that CA would be so generous.Jack
