    Ammunition selling/possessing question.

    Hello LEOs,

I have a non law enforcement friend living in East Bay, California (specifically Concord) that inherited some ammunition.

Winchester Ranger marked as "law enforcement ammunition" .

Some boxes are gold - RA40180HP - like this:
Bulk .40 S&W Ammo by Winchester For Sale at BulkAmmo.com - 50 Rounds of 180gr JHP available online.

and other boxes are white, marked 'SXT Controlled Expansion - Law Enforcement Ammunition'.

    1. Can a non law enforcement possess both of these types of ammunition?
    2. Can a non law enforcement sell both of this types of ammunition to non law enforcement in California?
    Just for my knowledge...
    3. Is there any type of ammunition that can't be sold/possessed by non law enforcement in California? "Tracers", "blanks", "non lethal" shotgun shells, years ago there was talk of something called "Black Talons (or something like that)??

Is this the correct forum for this question or should it be in "How CA Laws Apply to/ Affect Me"?

Thanks for your knowledge and time (and your service).

Neither CA nor Federal law limits who may buy/own/possess ammunition with such markings, on the basis of that identification alone.

Vendors and manufacturers may express a preference.

As Librarian noted, such ammunition isn't "special" and can be used like other .40 rounds.

As for prohibited types of ammunition: flechette darts, tracer or incendiary rounds (except for tracer rounds for use in shotguns), armor piercing handgun rounds, ammunition over .60cal, and I think that is about it off the top of my head. I don't remember the penal codes of the top of my head..

^What they both said. Keep in mind that anyone could buy the exact same ammo in a box that does not say "Law Enforcement Only", there is no difference between them, it's marketing and packaging.

          ammo

I'm not aware of any ammo being restricted for "law enforcement" only. That is probably just a marketing ploy or referring to the ammo as being Jacketed Hollow Point or maybe +P ammo. Tracers are illegal in California even for police departments or officers. Winchester used to make Black Talons, they were black colored bullets, however I think it became a subject of racism. Law enforcement uses them, but they are not restricted, anyone can have them. Winchester still makes them, but now called Winchester SXZ 9mm JHP, the bullets are still black colored.

An SO friend of mine used to buy Winchester 9mm sub sonic "Law Enforcement" ammo from work for training $5 a box. I used to give him $20 every once in awhile for 4 boxes.

Ranger STX was the Black Talon revisited - same bullet only copper colored same case only not nickel plated. Black Talon's evil sounding name got it a lot of bad press and lies about it like it would pierce armored vests. It actually expands so fast and doesn't fall apart so it doesn't penetrate very far and makes a big wound channel.
