    Just for clarification. You're plan is to buy a BB (Bullet Button) rifle now to practice, with a plan of using it as a patrol rifle later. Thus wanting to convert it into an "assault rifle" at a later time, once you've completed your class.

        IMHO there are certain differences in the "LOWER" frame of an AR15 that won't allow the change.

        Else its just the bolt and firing group.

            They are both the same rifle.. Only difference is there is a bullet button on one.. And not the other.

            If your department is going to give you the letterhead then wait to purchase your rifle.

            Two different animals and you cannot mix the items..

              OP just wait take the course and get what you want. Practicing with a bullet buttoned rifle isn't going to help you much, with manipulation drills changing mags ect. You'd be better off getting an AR pattern .22 and working with that. Taking the bullet button off to "practice" is asking for more trouble than you want, also putting 30 round mags in the bullet buttoned rifle can also cause you problems.

                I wouldn't be taking off the BB to use in the mean time. It would be at a later date when it's time to carry it.

                  OP,

                  Please give a close read to Penal Code section 30630(b)(1) of the Penal Code. That section allows an "Assault Weapon" to be sold to, delivered to, or transferred to, a peace officer where the agency head has authorized the officer to personally own the "Assault Weapon." PC section 30630(b)(2) requires the DOJ to "Register" the weapon so acquired to you.

                  The problem in your case is that the context of PC 30630(b)(1) only applies to weapons that were "Assault Weapons" when acquired by you. It does not contemplate your creation of an "Assault Weapon" from a civilian-legal rifle.

                  Additionally, PC 30600 makes it a felony to manufacture an "Assault Weapon", and there is no peace officer exemption from PC 30600.

                  My personal opinion is that you're going to invite far more attention to this issue by seeking to manufacture an "Assault Weapon" than it is worth.

                        Sounds like you have folks answering your question that don't actually know the answer. I myself just sold my partner at work a BB AR, who in turn converted it into an assault rifle. It is absolutely legal to do just as long as you go about it the right way.

                        You are correct about needing an assault weapon dealer to do the transaction to convert it into an assault weapon. The way it works is the dealer takes it into their possession and removes the bullet button and replaces it with a standard release. You then come in with your department letter that details the exact weapon/serial number you have and provide that to the dealer. Then you take possession of your rifle as a registered assault weapon. Then you must send in the paperwork to the DOJ (can't remember the form) along with a fee (I think its $19?) to advise them that you have taken possession of an assault weapon. And then you are done. Nothing illegal or shady about it.
