At my former agency, a large majority of crimes committed were done by Hispanic and African-Americans. the rest were mixed between Whites, Asians and others. I don't have an answer as to why that was and still is.
There is always going to be a race issue, we've all come a long way, but sadly it's not going to end soon.
God as my witness, I did not target a specific race as a reason to be proactive. I knew the area's I worked and what types of crimes were being committed, and that was my focus.

People should have a law enforcement agency that is accountable; however, being accountable doesn't mean having no spine or not getting the job done for fear of offending someone's sensibilities. I think that instead of many in our country constantly whining about how law enforcement needs to take on more responsibilities but yet wants to criticize/tie the hands of the LEO's actually trying to carry out society mandates we should have a society that actually tries to resolve issues on its own. For instance: the casual indifference shown by many to DUI; don't drink and drive (or get high and drive...) and the issue is a moot point. Don't want the cops trying to solve neighbor disputes? Don't be a jackass to your neighbors and try to work things out. Don't want the cops taking your 14 year old to jail? Don't call them when he pushes you once (and you are twice his size and still physically able to control him). Etc....

I don't think so. I think, without law enforcement there are no arrests being made. Whether or not there is order depends on the behavior of the people in the community.Comment

Do you have an example of a successful society/community without some sort of force or authority that kept order and peace? You might find a small village somewhere in the distant past, but I doubt anything of real size or consequence. Somalia, Afghanistan, the Congo, are all current or recent examples of places with no authority. It's working out real well for them.
It's not really the arrests that keep wide spread order... it's the fear of being arrested that keeps massive disorder from happening. When the fear of being arrested fades, usually because the system is overwhelmed, you can see widespread disorder and criminal activity even here in America (Katrina, urban riots, sports riots, looting during blackouts, etc). Baltimore and the "depolicing" that is currently taking place is a great example of this. A society can not function without some kind of authority keeping people in check.Comment
