Have you considered just telling him more or less what you have told us?
Primarily, that you and his wife have both noted the changes you mention. You understand that there may be reasons such as workload, lack of computer time etc., but that in view of all that he has experienced, both of you are very concerned.
And perhaps a gentle reminder that he is not alone. If something is amiss, there are people available to help/talk to there, and of course he can always talk to you."Did I say "republic?"
