Active Sailors, new firearms NAVADMIN out!

NAVADMIN 196-10 came out on 04JUN10 and my command dropped the ball on getting this out to us. Lucky for me our security hasn't implimented the new stuff yet. Its new(ish) regs on firearm ownership on base (and according to the Navy Times off base too). It will require the REREGISTERING OF ALL PREVIOUSLY REGISTERED FIREARMS! Take the time to read:

Last thing I read was that the Inhole bill would protect off-base 2A rights.

Tried scanning it but it came out looking like ***, but the relavent paragraph states:

"Safety class required. All gun owners, whether they live on base or in town, must take an online weapons safety course through Navy Knowledge Online. The Naval Safety Center is also developing safety programs to help reduce risks linked to personal weapons."

I don't see how the DoD can force you to take a firearms course if you don't live on base or bring it on to the base.

I'd tell em to shove it....at it's most liberal interpretation it's a 2A infringement. Now, if your on base it's a whole other story.

If they want to stop stuff like Major Hassen from happening again, not gonna happen. Someone will find a way to get a firearm on base if they want to, plain and simple.

And if they really want to stop stuff like that, issue everyone a sidearm and give them training!!

PROCESS FOR THE STRICT CONTROL AND ACCOUNTABILITY OF PERSONAL FIREARMS
AUTHORIZED ONBOARD NAVY INSTALLATIONS. AN IMPORTANT CHANGE IN POLICY IS THAT
SAILORS MAY NOW STORE PERSONAL WEAPONS IN CERTAIN LOCATIONS ONBOARD NAVY
INSTALLATIONS UNDER CAREFULLY CONTROLLED CIRCUMSTANCES AND WITH THE PRIOR
WRITTEN APPROVAL OF THE INSTALLATION COMMANDING OFFICER.

3. INSTALLATION COMMANDING OFFICERS MAY AUTHORIZE THE STORAGE OF PROPERLY
REGISTERED PERSONAL WEAPONS IN ON-BASE MILITARY FAMILY HOUSING AREAS
(INCLUDING ON-BASE PUBLIC-PRIVATE VENTURE (PPV) HOUSING) AND IN EXISTING

BACHELOR QUARTERS, AUTOMOBILES, AND WORK CENTERS, IS STRICTLY PROHIBITED.
A. PERSONAL FIREARMS MUST BE STORED IN EITHER A LOCKED CONTAINER, A LOCKED
GUN RACK, OR SECURED WITH AN APPROVED INDIVIDUAL TRIGGER OR CHAMBER-STYLE GUN
LOCK THAT PREVENTS LOADING OR FIRING. AMMUNITION MUST BE STORED IN A SEPARATE
LOCKED CONTAINER.
B. INDIVIDUALS STORING PRIVATELY-OWNED FIREARMS AND AMMUNITION IN ON-BASE
MILITARY FAMILY HOUSING (INCLUDING ON-BASE PPV HOUSING) WILL ENSURE THEY ARE
INACCESSIBLE TO UNAUTHORIZED PERSONS AND MINORS.

4. ALL PERSONAL FIREARMS APPROVED BY THE INSTALLATION COMMANDING OFFICER FOR
TRANSPORT ON A NAVY INSTALLATION SHALL BE TRANSPORTED ONLY AFTER INSTALLATION
SECURITY HAS BEEN NOTIFIED, THE FIREARMS ARE UNLOADED, AND THEY ARE IN THE
TRUNK OF THE VEHICLE. IF THE VEHICLE HAS NO TRUNK, THE FIREARM MUST BE
DISASSEMBLED, OR SECURED WITH A TRIGGER OR CHAMBER-STYLE LOCK, AND STORED IN A
LOCKED CONTAINER. AMMUNITION WILL BE TRANSPORTED IN A SEPARATE COMPARTMENT
FROM THE ONE IN WHICH THE FIREARM IS STORED.

5. IN ALL CASES, INDIVIDUALS WILL COMPLY WITH ALL FEDERAL, STATE, AND LOCAL
LAWS AND REGULATIONS CONCERNING FIREARM OWNERSHIP, POSSESSION, REGISTRATION,
TRANSPORTATION, AND USE. FURTHERMORE, STATE LICENSE PERMITS TO CARRY CONCEALED
HANDGUNS ARE NOT RECOGNIZED OR VALID ON NAVY INSTALLATIONS.

6. IT IS IMPERATIVE THAT ALL SAILORS WHO OWN WEAPONS TAKE THEIR
RESPONSIBILITIES SERIOUSLY AND COMPLY WITH REF A. VIOLATIONS OF THE

We have certainly came along way through the years! The wrong way!
Back in 1981 I worked for a Chief that had an FFL and it was registered to his address on the SHIP! I bought alot from him.
Sad, sad day before I would tell my command of the firearms I owned outside of Navy housing or off-base!

I'm a Chief myself and live in off-base navy housing, and u see nothing here that states I must register any of my weapons. Talked this over with my XO and CO, who are both avid second Ammendment supporters and they agree. So for now, I will continue to enjoy my second amendment rights as much as California let's me.

its not about hassan, its about junior personnel, and some not so junior, making rookie mistakes with guns and killing themselves or others. for some god awful reason, the Navy thinks that online courses through NKO can fix everything.

the NAVADMIN also mentions suicides. they threw that in for good measure, because I am pretty sure that if you want to kill yourself, the gun didnt make you do it, and the NKO course isnt going to make you change your mind.

anyway, yeah, I will get right on taking that course.

why, oh why, cant the Navy get a clue and start moving back to what we used to be?

ETA: I didnt see a NKO course requirement when I looked at this when it first came out, and still dont. Where does anybody see this? This whole message looks like its simply a restatement of existing policy. At least, those mirror the policies on Whidbey Island and NBVC Pt Mugu. Not sure about down here in Pensacola, as I live in town, and have no reason to take a gun on base.

I see no requirement of an NKO course. It seems to me just like the old policy, maybe diff transportation reqs. Eather way I aint registering Shiet!!!

That's why I chose off base housing to many stupid rules. My mom can only visit for 2 weeks tops and me my wife and son only get a 2 bedroom house.

Doesnt suprise me. Like when they make you take accident avoidence courses online for your civilian vehicles. Its just feel good crap that come LT got an award for by making an AWESOME/boring powerpoint and sold his idea

What next year? fishing poles, whittling wood knives, cooking BBQ?
