Knowing very little about the Navy service dress (worked with a some characters at 32nd Street and @ NAB Coronado, but they never really wore anything but field utilities and some stuff I'm pretty sure was non-reg), is that a correct uniform, but image reversed?

Navy wears rating badge on left sleeve so image not reversed.
He has a collection of awards from more than one service, has large medals on left side which is right but has the same awards as ribbons on the right side.

I don't know anything about Navy uniforms, but his medals seem to correspond with his ribbons except he is missing one. He has an ODS campaign medal and liberation of Kuwait medal, and has the corresponding ribbons to go with them. He is missing a defense of Saudi Arabia medal, but is wearing the corresponding ribbon. Also, if he has both the Saudi and Kuwait ribbon, he should have two bronze stars on the ODS campaign ribbon.

I may be mistaken, but I don't see why he is wearing a PO 3rd class insignia on his cover. I thought only chiefs and above wore those. ( I was an active duty marine so I saw their uniforms every so often). Please correct me if I am wrong.
