You might want to peruse this, 3/10 thread. I put a link in there (several posts down) to the regulation process.

They are well on their way. Unfortunately, the reporting is a bit confusing; but, one way or the other, we're now approaching the final stages.

The problem going down the road is precisely what Feinstein warned about...

...“If ATF tries to ban these devices after admitting repeatedly that it lacks the authority to do so, that process could be tied up in court for years, and that would mean bump stocks would continue to be sold. Legislation is the only answer," ...

As discussed in several threads, the Legislature has defined "full auto" and "semi-auto" weapons. As Feinstein alludes to and as noted on several threads, the ATF has pronounced, several times, that bump stocks do not meet the language used by the Legislature for "full auto weapon." Ultimately, we've had this discussion, ad nauseum, on this site in regard to the Assault Weapons Registration.

If the DOJ issues a regulation which is not supported by the legislation, it is, potentially, "underground regulation." Whether the Feds can get away with it greatly depends on not only the Legislature, but the Courts. Given the current makeup of the Legislature, I wouldn't count on them; particularly with media attention and Trump's use of the media. I wouldn't count on the Courts either. Why? You might look to this piece, put out in 2015 by the National Federation of Independent Business (NFIB), for a discussion regarding Federal underground regulations... In short, Feinstein (and many others) may be correct; i.e., this will end up in court. Let's say it had better and quickly. Why? According to a CNN piece on this from today...

On Friday, a Department of Justice statement said if the rule change is made, bump stocks and similar devices would be "required to surrender, destroy or otherwise render the devices permanently inoperable." The public comment period on the rule is 90 days.

There's also another, potential, issue. I'm not all that familiar with bump stocks; but, according to the DOJ's Press Release today...

Today, Attorney General Jeff Sessions announced that the Department of Justice is proposing to amend the regulations of the Bureau of Alcohol, Tobacco, Firearms, and Explosives, clarifying that bump stocks fall within the definition of “machinegun” under federal law, as such devices allow a shooter of a semiautomatic firearm to initiate a continuous firing cycle with a single pull of the trigger.

Ummm... That's not my understanding of how a bump stock works; i.e., it's not "a single pull of the trigger" resulting in "continuous firing."

Could this be "the plan?" Underground regulation using an inaccurate description? If it is, what if it's allowed to stand? What kind of precedent would that set?
