Not really, it's the State Department trying to claw more money out of the industry. I don't think there's anything really ideological about it, just an opportunity to raise more revenue.

The ITAR charge for non-exporting firms is a ridiculous overreach, and it didn't start with the Obama Administration. The NSSF has been fighting it for a while, I think.
