SBR Manufacture Legalized In WA

Fixes the issue that was created when they legalized ownership of SBR a few years back.

When they legalized it, the law was written so that an individual could transfer (Form 4) a SBR but could not make one (Form 1).

This allows an individual to be able to make (Form 1) and transfer (Form 4) a SBR.
