            Lay the blame at the feet of the teachers unions and their control of the American educational system control with the complicity of the democratic party for the last forty years.

              And again, the Japanese voters are still smarter than the average CA voter on that regard. If you ask any Japanese person what they think about unionizing public employees or giving them expanded collective bargaining rights, the vast majority say that's a stupid idea, partly because they already had a past history of government elites and bureaucrats having too much bargaining power (the samurai under the shogunate rule was similar to giving too much power to public employees and bureaucrats).

              Public employee unions and collective bargaining rights for public employees are weak over there. There's no such thing as a police officer's union and the teacher's union is actually the most hated as they were the major supporters of the socialist and communist parties of Japan, and they still are consist of the major supporters of the opposition party - the DPJ and the SDP (center-left and left).

              On this, I blame JFK for issuing EO10988 which opened the door for public employees in the US to collective bargaining. If you look at it that way, the US has been a steady downhill in government services since this EO. Look at how broke our system is with CalPERs and other government unions endorsing Democrats here. If you ask a Japanese person on the list of endorsements of all the unions endorsing Democrats, they be like "WTF you guys allow unions for government employees?!"

              On the bright side, is that there is a case now on the SCOTUS, Friedrich v. California Teachers' Association, which if it goes well, may be the beginning of the weakening the powers of public employees in CA. Keep a close eye on this case, oral arguments are set to be heard next Monday.
