    2015 CA AOWs

Are we still able to submit new form 4s ($5) or Form 1s($200) for AOWs in Cali?

    Thank you,
    Steve

Yes on Form 1, when using an existing Title 1 Handgun or Title 1 Other as a host.

Sort of yes on a Form 1 when making from an "80% receiver" or on a Form 4.
Since CA considers a firearm with a less than 16" barrel to be a "handgun", in order to acquire an AOW via Form 4, the AOW needs to be exempt from CA unsafe handgun laws (because no AOWs are listed on the Roster of Handguns Certified for Sale).

    Exemption examples...
    *LEO sale.
*Single-action revolver with a minimum 5 cartridge cylinder, minimum 3" barrel length, and a minimum 7.5" overall length.
*Single-shot break-top/open barrel pistol with a minimum 6" barrel length and a minimum 10.5" overall length. (firearm can never have been semi-auto)
*Single-shot bolt-action pistol with a minimum 6" barrel length and a minimum 10.5" overall length. (firearm can never have been semi-auto)

Not quite... it makes it much more difficult to build traditional AOW shotguns.

You could still feasibly scratch build a bolt action shotgun out of steel tube and old mossberg/H&R parts.
Additionally, if you can find someone that manufactures their own 870/500 style reciever, you might be able to rig up a bolt mounted charging handle instead of the slide/pump that qualifies it as "bolt action". Whether or not you'd be allowed to change it back to pump action + multiple shots afterwards is a question for people much more knowledgeable than me.

I just moved to CA. Would it be legal to bring in my NFA registered (to my trust), tax paid AOW 870? What would I put on the 4010A? Handgun/rifle/shotgun?

              handgun

Under CA laws [PC 16530(a)], a firearm with a less than 16" barrel length is a "handgun".

                1. If Form 4 is approved the tax stamp makes ) PC 16590 inapplicable.
                2. AOW shotgun would then be DROS'd to buyer as a "handgun"
                3. The DROS would be denied since the AOW shotgun would not be on the Roster of Handguns Certified for Sale.
                4. Failure.

                Or something like that?
                Sort of.
There are some AOW "shotgun" that meet the single-shot pistol exemption, which would allow them to be transferred.
Persons exempt from CA unsafe handgun laws (such as LEOs) would be allow it to acquire them.
