    Purchase of a Colt Python

Under what conditions can a Colt Python built in 1966 and currently in California be purchased in the state of California. Gun is not on the California Roster.

as a Private Party Transfer since it is in state, assuming it is not part of a dealer's stock the roster does not apply.

If the handgun is in a CA FFL dealer's inventory, then it can be sold to a LEO.

If the handgun is on consignment with a CA FFL dealer, then it is considered a variation of a PPT and can be sold to a non-exempt person.

If the handgun is owned by an individual, then it can be sold via PPT.

PPT = face-to-face transfer between CA residents facilitated by a CA FFL dealer. PPT of handguns are exempt from needing to be on the Roster of Handguns Certified for Sale.
If one of the parties involved is a non-resident of CA, then it is not a PPT.
If the firearm is shipped, then it is not a PPT.

If you can't do a PPT for some reason (too far to travel, in dealer inventory or seller doesn't have proper ID) you can wait two years and that Python will be exempt from the Roster due to it being over 50 years old. If you can document the month it was made then the wait might be less than two years.
