    80% Husband to wife?

Can I gift a [completed] 80% firearm to my wife, either made for that purpose or first intended to be for myself? Or does that run afoul of being for personal use? If yes, then I presume the procedure would be the same as any other (i.e. OPLAW form)?

I'm making a few 1911s and although my wife likes the resulting product, she has no interest in actually making it herself, so I thought it would be kind of cool to surprise her with one.

It may run afoul Federal laws/regulations for making a firearm for personal use, since the intent is to give to another person. You would need to seek clarification from BATFE.

CA laws prohibits the transfer of a handgun that does not certain required markings. [PC 27530]

So, in order to comply with CA laws:
    1. The handgun needs to be made to comply with CA unsafe handgun laws.
    2. The handgun needs to be properly marked.
    3. Your wife will need to submit a Report of Operation of Law or Intra-Familial Firearm Transaction to CA DOJ.

required markings: (minimum depth of .003 inch and in a print size no smaller than 1⁄16 inch)
    manufacturer (your name)
    model
    serial number
    caliber
location (city & state where it was made)
    sigpic

What was the result of the earlier discussion on 'gunsmithing a >%80 lower'. That is, the owner, and eventually user, starts with an %80 lower and drills a few simple holes but then turns it over to another to take the >80% lower to a full, workable firearm? Must the owner/user do all of the 20% work?
