If she has her HSC, then probably not.
Otherwise some liberal would argue that you lent a handgun to a person who is incompetent in the eyes of the law.

Honestly there is no one answer for this and anyone who answers including my self can do nothing but take a guess.
I personally just wouldn't do it, too many variables to account for to even try to accurately answer. To start does she even know what an actual justified shoot is? Again too many variables to bother trying.
But if she needs a handgun/shotgun for HD/SD have her invest in a firearm and learn to use it or transfer that gun into her name.Comment

ATI TAC PX2 12ga pumps were $99 on sale at PSA 2 weeks ago. Made in Turkey, rumored to be on the same production line as the CZ612. Keep an eye out for another sale. I didn't need one but I couldn't pass it up as a knock around trunk gun, should have it shortly. Get her something (registered to her) before she needs the Firearms Safety Cert starting in 2015 which will make any long gun more expensive.

Not technically accurate - a firearm can still be gifted. It just has to be transferred to the recipient via an FFL.
