PPT with out of state buyer

So assuming we are stuck with the roster, I know that I can PPT with other Californians to get handguns that are not on the roster. But let's say next year the price of non-roster handguns in California skyrockets.

I assume without SSE we cannot buy any non-roster guns from out of state next year?

If I were to buy a non-roster gun from a private, out of state party using SSE (till the end of the year), does that count against the 1 in 30?

First things first... There is no such thing as a private party transfer that involves a resident of another state.......

Yes, without SSE, you won't be buying any off-roster, non-C&R, non-single action hand guns from out of state.

If you buy a gun from an out of state party it is an interstate transfer that must be done via a CA FFL (regardless of roster status), so SSE or not it counts against your 1 in 30 restriction.......

      Under CA laws/regulations...
      1. A Private Party Transfer (PPT) of a handgun is exempt from needing to be on the Roster of Handguns Certified for Sale.
      2. A PPT is a face-to-face transfer between CA residents facilitated by a CA FFL dealer.
      3. The 1 in 30 day handgun wait applies to non-PPT transfers.

      Therefore...
Since one of the parties involved is a non-resident of CA, the handgun needs to be on the Roster of Handguns Certified for Sale or be exempt from it. In addition, the 1 in 30 day wait applies.
