Neighbor pulled gun and fired into the grass to scare kids

Looks like PC 417 from some quick Googlin' for brandishing (which includes using).

Doesn't look like ND per PC 246.3 if it was "safely" discharged into the grass and not in their direction.

246.3. (a) Except as otherwise authorized by law, any person who
willfully discharges a firearm in a grossly negligent manner which
could result in injury or death to a person is guilty of a public
offense and shall be punished by imprisonment in a county jail not
exceeding one year, or by imprisonment pursuant to subdivision (h) of
Section 1170.

There is no "safely" discharged into the grass.

Does the person shooting the gun know for a fact that there are no rocks, metal pipes, gas lines, or any other objects just under the grass? I think not.

A ricochet could very easily kill the shooter himself or even a bystander. "A person" as noted in the PC also includes the shooter.

Definitely negligent.

If someone pointed a gun and shot in my direction (ground or whatever) i would take it that the person was trying to kill me. Attempted Murder!

Case and point, I carry a CCW and if that happened to me and i had my weapon, i would shoot till the threat was gone.

I would call the police. 1. It was negligent to discharge his firearm in that manner. 2. He has threatened people who were not committing a crime. 3. He has not / did not show good judgement in the use of his firearm, where does this person draw the line on when it is ok to shoot someone. 3. He gives all law abiding gun owners a bad rap.

Did your friend call the cops? Did they explain to the police what happened?
If so, why are you trying to do the job of the police and district attorney, finding the law that was violated in the incident? You don't have to find the penal code to give to the police to justify a complaint. You don't have to determine a crime was committed to have him arrested for discharging a firearm with the intent of intimidating or endangering your friend's kids. That's the job of the police and district attorney.
