Viet Nam bringback SKS DROS

I'm trying to DROS a Chinese made SKS. This was bought out of state and my FFL is having trouble with DROS. It comes up as banned. The SKS is not modified.....10rds, fixed type, made in the early 1960's. I'm in San Diego...
Anyone have any ideas???

The FFL is mistakenly calling it a Norinco Type 56 carbine, (an AK type) which is expressly listed on the ban list. They should list it as Chinese Model 56 or something along those lines.

Have them pick the manufacturer as Chinese and then in model put fixed sks
