Let me clarify this example:
If you have a SUV/Pickup Truck/Motorcycle/Station Wagon (has no lockable trunk) with the Scabbard as posted by the OP and travel within 1000 feet of a school zone you violated federal law. If you park away from a school zone and remove the scabbard with the rifle inside out of any vehicle on public land you violated state law.
SO unless you have a special GPS unit with the option "avoid school zones" you better off locking it. Locks are cheap and easy to get and in reality better to be safe than sorry for the extra few second it takes to unlock a lock.
