Good question, always bought bulk ammo online but never drove them myself. I would assume it's ok. How much is bulk in your situation?Comment

does a trailer count as a private vehicle or an extension of it? like a horse or utility trailer for example.

California Vehicle Code says 20 lbs of smokeless or 5 lbs of black powder are OK without placarding.
"27903. (a) Subject to Section 114765 of the Health and Safety Code, any vehicle transporting any explosive, blasting agent, flammable liquid, flammable solid, oxidizing material, corrosive, compressed gas, poison, radioactive material, or other hazardous materials, of the type and in quantities that require the display of placards or markings on the vehicle exterior by the United States Department of Transportation regulations (49 C.F.R., Parts 172, 173, and 177), shall display the placards and markings in the manner and under conditions prescribed by those regulations of the United States Department of Transportation.
(b) This section does not apply to the following:
(1) Any vehicle transporting not more than 20 pounds of smokeless powder or not more than five pounds of black sporting powder or any combination thereof.
(2) An authorized emergency vehicle as defined in paragraph (1) of subdivision (b) of Section 165, operated by a peace officer as defined in Sections 830.1 and 830.2 of the Penal Code, when transportation is required within the scope and course of law enforcement explosives detection or removal duties, provided one of the following conditions applies:
(A) The law enforcement agency operating the vehicle complies with regulations adopted by the California Highway Patrol pursuant to subdivision (b) of Section 34501, notwithstanding Section 34500 and subdivision (a) of Section 34501.
(B) The peace officer possesses an exemption issued by the commissioner, who may require additional transportation restrictions as deemed appropriate. "Just taking up space in (what is no longer) the second-worst small town in California.Comment

It appears that you have to have a permit if you are in possession of more than 20 pounds of smokeless powder:
Health and Safety Code 12000 defines "explosives" to include smokeless powder and black powder;
Health and Safety Code 12101 requires a permit to "Receive, store, or possess explosives"; and
Health and Safety Code 12102 says that the permit requirement does not apply to "20 pounds or less of smokeless powder, or one pound or less of black sporting powder" as long as the powder is for private use.
Health and Safety Code 12102 also says your "storage, use and handling" of powder has to conform to your local "rules, regulations, or ordinances" regarding explosives, so there may be additional, local restrictions.I am not a lawyer, so my dribbles are not legal advice.Comment

As to my knowledge, private trailers are gtg.. when towing trailer, it is concidered a "combination" and therefore is NOT an extension but a seperate vehicle in it self (hence the reason for a trailer license plate ) chp only keeps an eye on commercial or rental/delivery vehicles and thoes are the only vehicles required to make stops st chp inspection/weigh stations... so if you are in your car with trailer or p/u truck with trailer you will be fine... but as stated above local and state rules and regulations apply when transporting flammables/explosives (smokeless powder).. transport responsibly and with care..
