I'm pretty sure that you are reading that wrong.

It should be read as such;


Commencing January 1, 2001, any person in this state who manufactures or causes to be manufactured any unsafe handgun shall be punished by imprisonment in a county jail not exceeding one year. PC 32000(a)

Commencing January 1, 2001, any person in this state who imports into the state any unsafe handgun shall be punished by imprisonment in a countyjail not exceeding one year. PC 32000(a)

Commencing January 1, 2001, any person in this state who keeps for sale any unsafe handgun shall be punished by imprisonment in a county jail not exceeding one year. PC 32000(a)

Commencing January 1, 2001, any person in this state who offers or exposes for sale any unsafe handgun shall be punished by imprisonment in a county jail not exceeding one year. PC 32000(a)

Commencing January 1, 2001, any person in this state who gives any unsafe handgun shall be punished by imprisonment in a county jail not exceeding one year. PC 32000(a)

OK, so giving, lending or offering a non rostered handgun for sale is a crime? I can only give, lend or offer for sale guns which are currently on the roster? I think something is missing here.

there are many exemptions to 32000(a).
