10 round mags conversion question

Hi, all. I have a good customer there who was asking if I would be able to "convert" magazines for handguns and rifles that are more than 10 rounds from the factory to 10 rounds or less, to be able to transfer them to CA buyers. I told him I was not sure if or how that could be legally done but that I would look into it.

So is there a way to legally "convert" say, a standard Glock 17 magazine into a 10-round CA legal version, and if so, how? Is it as simple as disassembling the mag and adding a mag block like the old pump shotguns used? Or does it have to be permanent? Are there "approved" kits there for sale?

I don't want to violate any CA laws, but I am curious about this. I know that many companies make 10-round CA mags, but IF the originals can be LEGALLY converted/blocked and still used, it might make things more cost-efficient.

First up I assume that you are either outside CA or if you are in CA you have a Magazine Permit.

There is no DOJ approved kits.
Permanence is not defined in the CA PC

I used little pieces of wood from my work taped together with electrical tape and called it a day. Didn't cost me a thing and worked perfect to block to 10 rounds. If you want to spend a few bucks I'm sure there are much better ways.

Would a standard capacity Glock 19 magazine (15 round) be legal in California if it has an installed Magblock 15/10 limiter which has been epoxied to the magazine follower. Must the magazine base plate also be epoxied? Which would make it impossible to clean the magazine spring.

The law says nothing about floor plates being affixed shut. It does say the modification needs to be permanent. Gluing the block to the follower (or spring) is pretty permanent IMHO.

I am an FFL in TN who is still willing and happy to sell to CA customers, but ONLY in those items which are legal and CA-compliant. So forgive me if I am not up-to-speed on all the CA rules, laws, etc. and what is or is not CA approved or what options are available to CA purchasers to comply for out-of-state sellers. What I do NOT want to do is to send anything that is NOT CA legal by lack of knowledge. That's part of why I come here often asking questions that, to a Californian, may seem silly and ignorant. I *DO* appreciate the help I've received here on Calguns regarding such matters. Without that access to knowledge on CA laws, I would probably be like every other FFL I know here who just refuses to sell ANYTHING to CA buyers to avoid getting in trouble by not understanding that leviathan of a government's quirks and restrictions in firearms for both individuals and FFL holders.

short answer: there is no restriction on importing 10 round, 10/30, 10/100 or whatever mags. you just cannot import standard caps or part kits.

I use my 10/30 aluminum mags in my AR pistol, and all I did to make those was pop the floor plate out and jam the corner of a plastic coat hanger round-side-up in there (works perfect). Deputies out there patrolling never even stopped to question us; just a polite wave!

The reason I asked about you being out of state or in CA with a magazine permit is that it could change the legality of the answer...

We appreciate FFL's outside CA that take the time to learn our laws and ask questions. So please do not take my post in any other fashion but to be just a quick giving of information.

You should be fine converting the magazines to 10 rounds by means of the block I linked or making your own. Do not send the magazines dissembled as parts kits are no longer legal after 2014.

As I said permanence is not defined. And if you search about the topic the wars that result are as bad as 9mm VS 45ACP. It's up to you and your client on what you feel is enough.

My FFL thought so for an XD40 subcompact that was supplied with 12 round mags.

Didn't epoxy the base or rivet.
