July 1 and Firearm Precursor Parts

Am I correct in thinking that Upper receivers, barrels, trigger groups, butt stocks and scopes are not Firearm Precursor Parts and will not be taxed the additional 11% after July 1?

Not sure, but I'm thinking 11% will greatly increase amount of DIY guns where the only part "bought" in CA will be the cheap Lower or Pistol Frame(not sure about legals of DIY off just pistol frames), so the net result will be:

1)Nice net loss in Tax Revenue for already insolvent CA. 7.25%+11% = 18.25% for a $75 AR Lower, VS 7.25% for a $1000 on a typical ready to shoot complete AR.

2)more people becoming "gun nuts" and not just buy a gun to plink, hunt or prep, but now learning how to build from scratch, investing in more advanced gunsmith's tools, which of course leads to not just ONE "assault rifle" but a enough for the whole extended family, and also more tendency to pal around with other Gun Nuts to find more become Mentors, etc. I get the feeling that guys who've built their own from a lower or frame spend lot more time actually shooting it, most to verify they built it right, and since now they know how to build it, to make sure their last tweaks are G2G.

Nice going, Gavin, got anymore bright ideas? Maybe we should make booze Prohibited, to reduce Organized Crime, since many gangsters like to have a drink, before and/or after committing their crimes.

does that mean also 80%ers, or is the whole point of 80% that it is not within "...READILY be completed, assembled or converted..."?

Either way, it sounds like its only for Lowers or Frames (the cheap part of package).

2022, CA Assembly Bill No. 1621

          CALIFORNIA 80 PERCENT LOWER LAWS

...Per AB 1621, effective July 1, 2022, CA began to legally define 80 lowers as firearms, despite this contradicting ATF federal policies. It's also illegal to purchases, possess, transfer or build out these parts to completion.?..
