    Yes - the upper of an AR15 is not the serialized receiver and thus, not the actual "firearm".

    If the upper included the serialized lower, than it would need to go through an FFL.

      This true for AR15 platform handguns and SBR's.

      This is not entirely true for AR15 platform rifles.
