    FFL 03

    Howdy!

    I currently have a valid COE as a newly minted firearms instructor. I would like to get an FFL 03 mostly to purchase ammo online, have shipped straight to my home and avoid background checks when physically purchasing in state. My question is, do I need a new or to renew my COE or possibly update my COE? The CA DOJ website was unclear. Or do I just need to only apply to with the ATF?

    Any advice will be greatly appreciated. Thanks!

    BATFE doesn't care about a COE. Just apply. If your COE is currently valid you can buy ammo on line as soon as you get the 03 FFL.

        As a person with a valid C&R 03-FFL and valid COE...

        If the seller is not a CA DOJ licensed ammunition vendor/CA FFL dealer, then the transfer can legally be done via cash & carry, no checks are required. [PC 30312(c)(6)]

        If the seller is a CA DOJ licensed ammunition vendor/CA FFL dealer, then the transfer requires the ammunition vendor/CA FFL dealer to conduct an ammo DROS and a check. The check will either be an AFS match or a COE verification. [PC 30352, 30370 and 11 CCR 4282 and 4285]
        ^A person with a valid C&R 03-FFL and valid COE is not exempt from this. [PC 30352(e)]
