Military On Orders exempt from Registration?

Good morning. I'm sure it's been posted numerous times but after looking for the last 3 days and reading numerous stickies I thought I'd go ahead and ask.

When moving to California you're supposed to register your guns with the CA DOJ and have up to and a maximum of 60 days to do so with no more being allowed after that 60 days. (For the guns you brought into the state.)

Are active duty military members here on orders, who's residency is their home of record under the SCRA, exempt from registering their guns with CA when they move here?

I swear I read before where they were, but a buddy of mine just moved here and registered all of his and I can't find any cites starting he didn't have to register them.

Any help with sources is greatly appreciated.

    Its PC 17000 (b)
    (b) For purposes of paragraph (6) of subdivision (a):

    (1) Except as provided in paragraph (2), residency shall be determined in the same manner as is the case for establishing residency pursuant to Section 12505 of the Vehicle Code.

    (2) In the case of a member of the Armed Forces of the United States, residency shall be deemed to be established when the individual was discharged from active service in this state.
On orders, you are not a 'New Resident' for purposes of registering guns. Do note that this does not apply to dependents, so of course all of the family guns actually belong to the service member.
