    Pistol permanently modified for blank only

    Is a live pistol that has been modified to shoot blanks only and can no longer fire live ammunition still considered a pistol requiring DROS for transfer?

    I believe so as it’s still considered a firearm…

    Unless frame was cut in such a way to render it otherwise.

    It has a serial number?

        Yes, it is just a non fuctional firearm. Untill the frame is demilled per the ATF, it will always be a firearm.

              Short answer:
              Yes.
              The handgun must be transferred through a CA FFL dealer via an exemption.


              Long answer:

              Under Federal laws/regulations...

              It is still considered a firearm and must be transferred in accordance with Federal laws/regulations.

              In order to not be considered a firearm, the receiver must be demilled per BATFE specifications.


              Under CA laws/regulations...

              It is still considered a firearm and must be transferred in accordance with CA laws/regulations.

              In order to not be considered a firearm, the receiver must be destroyed.

                If you’re in the market for a blank only pistol I bought one from these people online. It functions the same as a regular weapon but the blanks are more expensive than regular 9mm ammo.
