    Ammo Without Projectile Exempt From Ammo Law?

    I recall this being the case but it's been long enough that I no longer recall. Is it in fact the case that cartridges that lack a projectile, such as blanks, launching/line-throwing cartridges, and such are exempt from being regulated under the law being challenged by the Rhode case? Can these still be shipped directly to a person who doesn't have a C&R license or is not a licensed ammo vendor? If so, what provision can be cited to this effect? A vendor from whom I am wanting to buy some launching cartridges is willing to ship if the law can be cited to indicate that there are no issues.

    CA Penal Code says
    16150.

    (a) As used in this part, except in subdivision (a) of Section 30305 and in Section 30306, “ammunition” means one or more loaded cartridges consisting of a primed case, propellant, and with one or more projectiles. “Ammunition” does not include blanks.
    I have no idea if "launching/line-throwing cartridges" are "blanks", but apparently they do not have projectiles, so should not be included in 'ammunition' in ordinary usage. 30305 and 30306 are for felons and other prohibited persons, not applicable here.
