Those are great questions. I too am curious about that. It doesnt pertain to me, but good info to have.
My OPINION would be that he should take his RAWs/firearms with him. As long as he doesnt file any "no longer in possession" paperwork then the guns status wouldnt change. The magazines should stay in california in a locked container that only he has access to. That seems like it would satisfy the law as I read it.
If he is hell bent on keeping the firearms in california, then look into a storage facility. Read all rules of the contract, and keep up on all payments.
Storing at a family members house could get tricky. There are people on here that believe that would constitute an illegal transfer after the 30 day mark. Yet others believe that as long as there is no access to anyone but the registered owner of the firearms you are fine. I dont believe there is any case law on this.
