Help purchasing AR

Need some help purchasing a AR PPT. How does this work now with featureless laws.
Does the rifle need to be already neutered before transfere? He states has all parts to make legal. Separate the upper and lower and dros the lower sans grip fin? Anyhelp would be appreciated. Thanks.

Yes AR must be compliant either featureless or fixed mag.
