PPT/DROS a completed AR pistol lower

Hello,

When PPT'ing a completed AR pistol lower does it get dros'd as receiver only and semi auto? What if it was originally a complete pistol from out of state move to Californiaor purchased prior to sse1 and then converted to semi? Sellers seem to be hesitant to PPT as a complete pistol even if there's an option to configure it as a fixed mag/break top mag release.

Any input is greatly appreciated.
