Honesty, I wouldn't pay anything for it. You would probably get more for the pistol upper and internal parts.

It's a pistol lower that needs to be built CA compliant and it has your name on it. Unless your name is Trump, i don't want it on my gun.

Presuming by "VolReg self serialized 80%", OP means that it was volreg'd prior to July 1, 2018, I think edgerly779 is correct, because it wouldn't be "a firearm manufactured or assembled pursuant to this section".

Then it's exempt [PC 29181(c)] and still CA legal to transfer in CA, as long as it has the proper info engraved on it (your legal name, firearm's model designation, firearm's serial number) [PC 27530(a)].
