State law - No limit on purchases
Sales are limited to "fewer than 6 transactions" for handguns
Long guns are Federally limited to "Infrequent and irregular"

There is a small limitation on the number of occasions of sales; the penal code says PPT is for "infrequent" transactions, and PC 12070 (c) says

(c) (1) As used in this section, "infrequent" means:
(A) For handguns, less than six transactions per calendar year.
For this purpose, "transaction" means a single sale, lease, or
transfer of any number of handguns.
(B) For firearms other than handguns, occasional and without
regularity.

This might be newer:

California Penal Code Section 16730

16730. (a) As used in Section 31815 and in Division 6 (commencing with Section 26500) of Title 4, infrequent means:

(1) For handguns, less than six transactions per calendar year.

(2) For firearms other than handguns, occasional and without regularity.

(b) As used in Section 27900, the term infrequent shall not be construed to prohibit different local chapters of the same nonprofit corporation from conducting auctions or similar events, provided the individual local chapter conducts the auctions or similar events infrequently. It is the intent of the Legislature that different local chapters, representing different localities, be entitled to invoke the exemption created by Section 27900, notwithstanding the frequency with which other chapters of the same nonprofit corporation may conduct auctions or similar events.

(c) As used in this section, transaction means a single sale, lease, or transfer of any number of handguns.

Ask the Pasadena and Compton officers who were arrested for flipping guns.

Sell 6 or 8, probably not going to be a problem.
Sell 2 a month for 2 years and it's going to attract some attention.

Is the LA limit based on living in LA or the location of the purchase being in LA?

Example of as a Ventura county resident can I buy multiple guns in LA from private parties within 30 days? If an LA resident drives to Ventura for a PPT does that count against their 1 in 30?

1: Purchase/transfer/PPT in city of LA ignites the 1 in 30, not where you live.

2 & 3: No.

Make sure you know what is considered LA city. Reseda Turners for example.

With City of LA, the order in which the transactions occurs matters. Purchase in the city first, then purchase again outside the city in less than 30 days, no problem. But a purchase anywhere in the state prohibits a purchase in LA City for 30 days, regardless of where in CA you live.
