Having Out Of State Gunsmithing Done

I have had a 98 Mauser action sitting on my shelf for almost 40 years that I am getting ready to finally have barreled and chambered (just one of those "round2it" projects). I'm considering having it done on the east coast.. Since it's technically already a firearm, can I just ship it off and have it returned to me without going through an FFL and DROS....

No, I believe the only exception is for return to manufacturer. If you are having it done for Gunsmithing I believe it has to go through an FFL

Yes you can ship it to a smith for work and have him return it to you direct no need for an ffl.

Yes, the gunsmith must be an FFL.

^^^^This. As long as the gunsmith is a FFL, you are good to go. Make sure to confirm with the gunsmith that they are a FFL before shipping the bits off to them.

You should also verify on FFL EZ check. https://fflezcheck.atf.gov/fflezcheck/
You'll need first 3 and last 5 numbers of license, ie 1-23-XXX-XX-XX-45678.
This verifies their license is valid and confirms their shipping address.
