    Sounds like he doesn't want to reside in Cali, and doesn't really spend time in NV, just wants the benefit of the constitution. Who can blame him, California doesn't offer access to the United states constitution

      It is possible that a CA ID and military orders are accepted. But I know that a CA DL is accepted from past experience.

        He probably got a "Driver Authorization Card", which is not valid for ID purposes. All he needs is a passport (foreign gov't passport is accepted) and a birth cert (again from a foreign gov't is OK) or an ID from the consulate.

        This is what the illegals in CA should have got, but the Left wanted them to vote too, so they got regular CA DL's.

          Do you know you can get a CA ID card in addition to your CA DL legally in CA? You could have done your RAW registration under your CA ID.
